It's apparently setup to use hardware modems. This shack loves hardware TNCs :)
You might be able to get AWGPE working if you can send KISS data out to a virtual com port...check out http://www.soundcardpacket.org/

I found a way of using a software modem to send KISS to the decoder via a serial port emulator. Run this modem click activate APRS-SCS support (it only works with the default soundcard) http://www.tapr.org/~kb2scs/scs01.html Download the following Virtual serial port http://www.hw-group.com/products/hw_vsp/index_en.html install as standalone on the virtual Serial port tab select a free com port, ip address 127.0.0.1 and port 4000 run the decoder and connect to the port you setup.
