This is sourced through the SatNOGS database. It looks like the proper transmitter is listed as Mode V/U FM - Voice Repeater: https://db.satnogs.org/satellite/25544#transmitters

The program can download a JSON blobby-thing from the Internet with all the transponders included, but the Mode V/U FM Voice information for the ISS is for the old radio (145.800 up, instead of 145.990).

I can temporarily override the setting in the Radio Control screen, but it reverts back to the un-altered information from time to time, which is rather annoying.
