To follow up on the comments of others and I hope it helps:
ISS appears to be running just over 4 minutes late (approx 4m 17s) with respect to the current Keps.
Measured here on the 20.55utc UK pass.

Hi all, I experienced the same just after the change of orbit - but the keps from Space-Track.org were OK shortly after. Exactly how long time it took I do not remember. If you look on the NASA site, advance keps, including predicted post-burn keps are available. See
