Es’HailSat is a Qatari satellite. They donated space and power on their satellite. That’s worth millions of dollars.
No one else has donated that to the amateur radio community. We wish they would, but it seems we’ll need to raise millions of dollars to do it over the Western Hemisphere.
Keep in mind that total donations worldwide for Phase 3D were around $4 million. That was collected over more than a decade and worldwide. The amateur community has shown no ability to raise the millions of dollars necessary for a Phase 3 or Phase 4 satellite.

Not only that the Qatari have donated space and power. Qatar also has taken over the costs for the transponder, which is built by Mitsubishi Electronics, as the satellite. We really wanted to build the transponder, but for the first P4 project, Qatar and we decided to build the transponder by Meco according to our specifications, otherwise there would have been a problem with certification, integration and safety. Hopefully for the next Qatari Geo Sat, if the project is successful, we can build the next transponder itself.
