The typical small satellite projects I have seen in DoD typically cost about $5 to $10 million or more. Then for DoD, the launch is free (its gets paid for out of a different pot)..

Labour and components for Sunsat (SO-35) cost around 11 million South African rand (or 2 million USD at the time). The launch was sponsored by NASA in exchange for payloads that were flown.
For Sumbandila (SO-67) it was 12 million ZAR (1.7 million USD). The launch was financed by our Department of Science and Technology.
