Am i missing something
NO-84 or PSAT is very active on my ISS / PSAT website
I have it down as 145.825 MHz
I have listened to it in light and dark.
I have proved my setup on local APRS
I have not copied a peep out of NO-84

Hard to say. The OSCAR Status page does indicate that others have heard it, but passes here in CM98 are currently at very inopportune times (middle of the night, mostly), so I have not heard it myself.
If you are decoding RF traffic from the ISS but not PSAT, it's probably that the satellite isn't in packet mode at the time. Most of the time it only does PSK31.

No-84 is a unique bird. If everyone is listening you will hear NOTHING on the FM downlink.
For the downlink transmitter to come on it must hear the 10 Meter PSK-31 tones. Once it hears them then the transmitter comes on. Once the tones are gone there is like 10 second hang time like a regular FM repeater then the transmitter shuts down.
To hear anything someone HAS to be transmitting.
as far as bad timing, just keep listening the passes slowly rotate timewise.

NO-84 will at least transmit beacon packets when the digipeater on 145.825 MHz is off. It uses PSAT as its call sign when the digipeater is on, and PSAT-1 when the digipeater is off. You will also see APRSON in the path for the beacon packets when the digipeater is on, and APOFF when it is off.
It is possible that a station capable of copying ISS packets may not work as well for NO-84. NO-84's digipeater has less transmit power than any of the radios used on the ISS for 145.825 MHz packet. With my Elk antenna and either of my Kenwood HTs (TH-D74, TH-D72), I do OK with NO-84 when the digipeater is on.
