I cannot get satpc32 to read the data from the preliminary keps posted on amsat.org.
any one else have this problem?

They work here, but keep in mind that those preliminary keps only approximate the perigee, apogee, and inclination of the expected orbit and are not at all useful for post-launch tracking.

They work fine for me. Just make certain that you are pasting unformatted. As Paul mentioned, those Keps are over 2 years old, created from the nominal orbit parameters, and are only useful for getting an idea of what the typical coverage will look like, so I wouldn't worry much if they don't work for you.
