Physics 101: a magnetic dipole can only apply a torque to a satellite, it cannot apply an unbalanced force, and thus cannot accelerate the satellite in its orbit.

Physics 102: A magnetic dipole cannot apply any force (torque) without interacting with an external system (field). The resultant force will be a vector force depending on the orientation of the two fields. This may cause a rotating moment (torque) or may not.
