Hi Bruce,
That simply means nobody was around to command the satellite ON. The 435.150 transmitter will be on infrequently, and it will be off most of the time. Based on history and command station "real life" schedules, is likely that the east US coast will hear some activity in the early morning hours, while the west US coast might be more likely to hear activity in the afternoons.
So--you can expect it to be off most of the time.
