I wish to share that during the past decade I had same kind of issue trying to decode some genuine coordinated birds and received signals from other birds who uses radio Ham frequencies without even bothering about IARU coordinations. Guys like Daniel (EA4GPZ), and others did write a lot about some abusing our spectrum for commercial ventures without giving a minimum to the HAM community, we are taken for a ride by some.
The IARU coordination team is doing a great job, I therefore appeal to all national HAM associations to make the required pressure on their regulators to ensure that all birds using HAM frequencires are coordinated by IARU as a prerequisite before being deployed.

This turns out to be the Max Valier satellite, launched in 2017, which (unfortunately) uses Amateur Radio spectrum for a scientific downlink and does not provide any communication resources in return.
AO-91's downlink is close enough to Max Valier's that, with Doppler correction, may make it into your receiver's FM discriminator and show up as CW-modulated noise when AO-91's signal fades.
Hopefully, this note will inform other stations that one should not assume intentional or unintentional interference without verifying the origin of the signal received.
