There may be a new RS sat up there after the most recent Rokot launch. I doubt it has anything close to a transponder, but it might be a good beacon....

1172km x 1506km, 82.49 degree inclination orbit for Kosmos 2504 according to this: http://www.spaceflight101.com/rockot-launch-updates---3-gonets-2015.html
It would be wonderful if a transponder ever did get launched on one of these satellites as they seem to go to nice high LEO orbits.
