Options: - Beat doppler by always having a satellite roughly at the same place in the sky at "all times"; thus the need for #0,000's of satellites. With the spacing as small as they are, doppler would not change enough to make too much of a difference. - They are tracking the available signals with multiple SDR slices and picking the best one
