I'm sure Roger will correct me if I'm wrong but my understanding is that the downlink will only be active within range of the United Kingdom so not receivable in Cuba. This is being done to avoid causing interference to other satellites using the band.

Hi Jan,

I read those words as saying:

There are two transmitters onboard which are both capable of operating in the 136 MHz Band.

The command receiver operates in the 148 MHz Band. A two audio tone system (I guess much like DTMF ?) is used by the ground station to send up to 35 different commands.
