My thoughts as a previous, past, two careers ago, million-lines-of-code project manager are that adding new requirements to a deployed system (especially deployed in space) would often drive costs (money cost, and time cost) tens of times higher than if those requirements had been planned for and implemented prior to development - the system requirements phase.
You've put a lot of thought into this, and many of us are quickly learning from the current packet operation that there could be a better way. I'd think it would work better building this sharing scheme on the next, future, better satellite(s).
