Don't give up so easily... Massachusetts is one of the states that has codified PRB-1 into state law, so your fight should be easier than in a state where one has to go thru the federal courts. Does Holden have an antenna ordinance, and if so, what does it say? What steps have you taken so far, and what has been the outcome? Remember, the FCC & the courts have said that any "balancing test" is not allowed, arbitrary height limits do NOT meet the requirement of "reasonable accomodation" and "minimum practicable regulation", and under no circumstance can the municipality's actions have the effect of precluding amateur communication.
