I gather from the link you emailed me that the IR0CK repeater on 145.850 MHz is connected to Echolink again, it operates as Echolink node 488822 , see in Google English (R10 = 145.850 MHz):
The decision of IARU Region 1 to establish a procedure that will work towards disconnecting D-STAR repeaters causing interference in the Amateur Satellite segment is very welcome.
It does not address the issue of FM repeaters in the satellite segment but repeaters such as IR0CK (node 488822) depend on being allowed to connect to the Echolink server which I believe is run from the United States.
I do not know who owns the US Echolink server or what their policy is on providing connections for nodes that deliberately cause interference to other services such as the Amateur Satellite Service.
Does anyone know who controls Echolink ?
