I, of course, have a few comments.

While I'm not much in favor of an expansion, the ARRL is having enough problems administering the awards they all ready offer.

I would suggest you pattern any expansion along the lines of the DXCC Challange, total of band grids. The second thought would be a multiplier for the shorter wave lengths. Lastly what about the bands such as 70 mhz which are not international allocations.
