RS-14 , OSCAR-21 with AMSAT-DL's RUDAK-2 was build in Kaluga by a team under the direction of Aleksander Papkov, RA3XBU. I met him personally in Kaluga, together with Leonid Labutin, ex-UA3CR... I have already asked my friends from AMSAT-R, but have no answer yet. But at that time I did not knew that RA3XBU is again involved and this should help now indeed...
