Any one know why this has been happening?

just a few days ago my Satpc32 fails when I want to download the amateur.txt from http://www.celestrak.com/NORAD/elements/amateur.txt

any ideas for a fix?

it has been working fine up till these attempts.

(I can update my nasabare file just fine.)
