From what I see, there is only 1 way to configure Wisp for time--a choice of Local or UTC.
If the Local time is off, I bet it means something is wrong with the PC clock and the operating system. Do you have all the "day light savings" patches applied? And is the selected time zone in the operating system correct? Your clock can show the "right local" time, but be in the wrong time zone--and then your UTC clocks are wrong...
I've never had clock troubles with Wisp under any Windows operating systems (from Win 3.1, Win95, Win2K, WinXP, and now Windows 7). Wow, guess I've been using Wisp a long time ;) It's been nearly 20 years since I helped beta test the first versions of it...
