When it comes to programming amateur HTs and such, there are many USB- to-Serial adapters that just didn't want to communicate. But the unit made by Belkin works great. And RT Systems carries a model which performs well.

I think the best is the keyspan units
they make a 1 and 4 port unit and work w/ mac, pc's etc etc
