AO-27 's FM repeater operates on a schedule -

Essentially you only get about 7-8 minutes of talk time - followed by about 1 minute of telemetry transmission --- (during which the repeater function is not available) There are telemetry decoding programs available -- and then the satellite turns off the transmitter for a period of time.

So - if appears not to be on -- be patient -- it will come on during some part of the pass.
