It wouldn't surprise me in the least to discover that it was from a utility. Brighthouse Networks transmit a signal on 145.25 to use for cable plant locating. Of course it radiates, and if you have cable in the neighborhood, you'll hear that too.

If its of any interest, I too hear it all the way down here in EL96 (between Naples and Fort Myers) and I have heard it on past occasions.

I'm not hearing anything on 145.800 at this time (Saturday evening, 19:35
EDT), but there is something on 145.807500 (+/- 150 Hz). I'll keep listening to see if this situation changes and post here with any results I get.

Anyone hearing packet on the ISS voice downlink frequency 145.800? Been hearing it here for quite a while, curious if anyone else is hearing it, and can maybe decode some and get a callsign? I don't think it's real local, but it's definitely there in Melbourne.

Is that permissible at that frequency? Are we not Primary users in the 2m band?
My local utility, Florida Pop and Flash, (sorry Florida Power and Light), use 70cm for their telemetry.
