[eagle] EaglePedia Upgrades

EaglePedia is online and most everything is working. The exception to this is that the WYSIWYM editor doesn't work. One of the dependencies (a perl routine) has not been installed. It should be shortly, but if you try to use that functionality you will receive an error that basically says a required module is not installed.

Everything else is working - I encourage everyone to read the online release notes:
