That's true, we only discussed FDMA for class 2 and 3. There isn't a big problem generating the higher peak power required for TDMA at 70 cm. Increasing the baud rate would also help with the Doppler shift problem and relax the receiver LO requirements.

If 50 text-mode users are to be supported, they have to be spaced 800 Hz apart in the lower 40 kHz.
I think the assumption of FDMA is premature.
