Matt: You raise a good quistion, which SHOULD be unnecessary, but is not.
In a perfect world, team leads (they know who they are) would submit.
In the real world, anybody who expects to make expenditures on behalf of Eagle and wants reimbursement should make a submission. Then I and team leads can worry about which expenses against which teams.
We want and need to do a lot of stuff next year. Momentum is building. Yet, at the rate we're going, there will be zero $$ available to fund it and all the momentum in the world will be converted to entropy, without useful work being accomplished.

I think part of the problem is that it isn't clear (at least to me) who should be submitting a budget. For example, who should submit a budget for the Digital Comms Payload? Should that be subdivided into the various subsystems?
