[keps] Temporary Change in Distibution Dates of AMSAT KEPs

I will be out of town for two weeks. During that time I will need to send out the Oct 15 KEP distribution on Oct 12th. The Oct 22nd KEP distribution will be Oct 24th.

After the Oct 24th distribtuion I will return to the normal Thursday distribution.
