[keps] NO-83 (BRICSAT-P) Nears Re-Entry on November 9,2019

NO-83 (BRICSAT-P, CAT ID 40655) is nearing decay from orbit. Alan Biddle, WA4SCA, has run the TLEs through the SATEVO software and a re-entry is possible on November 9, 2019.
