[keps] Changes to the AMSAT KEP list - Drop Inactive Satellites

This week I have dropped 8 inactive satellites from the AMSAT KEP list and renamed one to match the weekly AMSAT Satellite Report.

The following inactive satellites have been dropped:

AO-10 Cat# 14129 (rats!) WO-18 Cat# 20441 UO-22 Cat# 21575 KO-23 Cat# 22077 TO-31 Cat# 25396 UO-36 Cat# 25693 AO-40 Cat# 26609 XO-53 Cat# 28894

CO-56 has been renamed to CO-55 (Cat# 28941) to match the weekly AMSAT Satellite Report.
