[keps] Do not Transmit to AO-92 for now

Just a reminder. Although we have identified the TLE set for AO-92, AO-92 is still in the commissioning process so DO NOT TRANSMIT to AO-92 at this time. You may hear stations on AO-92, but this is part of the commissioning process.
