I merged version 0.1c into main.  This has a few bug fixes to the AX25 data link state machine and cleans up a few things.  I am going to take a break from working on the uplink/downlink and catalog all the TODO items that I noted as I worked on the code.  They are mostly to do with error cases.  I'll make a list of what needs to be worked on and how that will fit with logging errors and the telemetry we need to store/send.

The AX25 connection needs a thorough test if anyone has time to work on that.  Let me know if you find issues or log them on github.
