Roger,
ARISS International Meetings have, since the beginning, allowed any ham community observer attend their meetings. Many of these meetings are held at a space agency, so attendance lists are generated for security to enable observer's attendance. Each region member society provides this list (i.e. nominates attendance at the meeting) to the meeting host. This was the first time an observer requested attendance and was denied.

I don't want to take sides this early in the game but your statement:

Seems to be contrary to the following note:

By decision of the ARISS Board, participation to ARISS-i meetings is
limited to delegates from the Member Societies and observers nominated by these societies.
USA member societies are the ARRL and AMSAT NA.
Only these societies can nominate participants to the ARISS-i meetings.

OK...so in reality, Miles has become a "Persona non gratis.." at this time, at least with the American contingent.
