I have been been quite successful on SO-50, AO-85, AO-91 and AO-92 with 5W from my TH-D72A (full duplex) and Arrow antenna; even at low elevations.
I think you will find that poor operating behavior from others on the bird is the primary reason for not being able to get through on any given pass.
