That's correct, however the local oscillator in the transponder is not stable. You need to add between 6-10 kHz to your uplink frequency depending on the pass (and it varies during the pass as well).

Using an Elk for uplink. IC910H. Power at 50%, azimuth only 20 degrees from center of the Elk.
Just to confirm, uplink center band is 435.140, downlink center band is 145.960.
