Hi Michael,
If for driver you mean a taxi driver or someone driving a car than the way the US has "dumbed down" the drivers license requirements can produce more accidents than before.
If the US has "dumbed down" the radio amateurs license requirements with less technical knowledge than before when the Morse Code and many more technical requirements were mandatory than the same problem apply to Amateur Radio.
Don't worry about because the problem is the same in many countries.
