Therefore, unless Mike or someone up there picks up the mic and speaks directly, de facto, all voice contacts are two-way (earth to ISS to earth) through the "repeater"!
And you are "communicating" with the ISS because *it *is the repeater during that mode of operation.

Repeaters are certainly mentioned, but it doesn't say if a contact through the repeater to a terrestrial HAM would count or not. In this case you're not communicating "with" the ISS, but communicating back to earth "through" the ISS. You're not actually QSOing with someone on board which is more coveted.
For lack of clarity, I suppose I could just submit the request and see what happens.
