[amsat-bb] JE9PEL/1 Satellite Listing

Greetings AMSAT-BB,

Reviewing JE9PEL/1 satellite listing (http://www.ne.jp/asahi/hamradio/je9pel/satslist.htm) there are a good number of satellites listed as FM such as AO-85 and others. Being somewhat new to AMSAT I have to ask are all FM satellites noted on JE9PEL/1 list available to amateur radio operators unless noted otherwise? Or are just the communications FM satellites listed on AMSAT Communications Satellites web page the only available FM satellites for amateur radio operators use?
