W4SM was kind enough to provide the following information:
The most you could hope for would be a carrier on the S2 middle beacon frequency, which I can’t recall off the top of my head, but I think it was about 2401.3 +/- MHz. All the other transmitters were dead. Given how many times AO-40 has gone through the radiation belts on its Molyniya orbit, I would doubt that the IHU would be functional at this point.
So, it may, someday, have power, but it may not have any brains to do much with that. We can still hope!
