I'll generally send a CQ, then wait for three or four packets to be received to see if anyone is answering. If I don't see any answers in three to four received packets, I'll send another CQ. I've never timed it, but I'm guessing that it's more than once a minute.
So, it's fairly frequent, but I'm sitting there paying attention and in control of when my packets go out. If I don't get any replies after four or five CQs during the peak of the pass, I'll quit sending to make room for other folks.
Just my opinion, but I don't feel like the frequency of sending is as important as the concept of being attentive to and in control of your transmissions. Transmit, then listen/watch for a reply. Repeat as appropriate for conditions (amount of traffic) and your station's (and the Space Station's) capabilities.
Personally, I don't see a reason for an unattended beacon transmission to the ISS. Probably some folks have come up with a reason. If so, please share.

The point that I think others are trying to make is: Don't use up potential channel time when you're not actively making a QSO with the ISS. Someone else, who may be using far less power than you do, may be trying to make that elusive contact.
