“nasa” in the keps filename refers to format, not source. As I recall, AMSAT gets its keps from Space-Track. AMSAT has several sets of keps available, so be sure you are using the “nasabare” set. The others are updated less frequently.
As a check, I just downloaded keps from AMSAT and looked at the next ISS pass, then did the same with CelesTrak. There was no difference in AOS times.

Whoever takes care of the Amsat TLE files can you please update them a little bit more often than just once a week to accommodate for all the ISS movement.
