No, there is no such system because it is unnecessary. There are few satellites visible from any point on the planet at any given time, anyone on the satellite will be on one band or band pair, there are usually plenty of stations to work (too many on the FM satellites, where all are competing for a single channel -- but not enough on the linear satellites, where it can sometimes be lonely, but announcements aren't going to create more stations on a pass in progress), and any station in the footprint of the satellite will be able to hear and work any other station also in the footprint. Just get on, you'll find people to talk to. -- Mark D. On 6m moon-bounce, we coordinate ³who¹s on and which frequencies² using the internet ON4KST chat (EME page) [and then of course any QSO attempts move solely to the RF path off of the internet]. Is there a similar internet-based chat page (for purpose of coordinating and finding out who¹s QRV real-time) for satellite CW, SSB, and FM work please?
