Zach,
Cannot comment on the IC-9100 as I don’t know this rig. Definitely will not work with the TS-2000 and FT-857 (my rigs).
I remember a WEB/ BB feedback on this issue but unfortunately cannot recall/find the link, this is how I learn same. Basically you need to pass on the audio to the TNC and the Fox’es TLM software works at sub-audile frequencies between 10 & 200 hz and your radio should be able to do so. Most rigs does not unfortunately without serious modifications.
As mentioned before no issue this side with a SDR, even with the cheapest ones.
My one cent input.

Shakeel, Most commercial radios will not pass-on the telemetry to your TNC for the FOX, I am not sure about the IC-9100, due to the filters in the radio as the TLM are below 200Hz. I had same issue with TS-2000. You should use a SDR instead.
Jean Marc,
Doesn't 9k6 need response down to DC? Why couldn't one hook up to the DATA2 jack on the IC-9100?
Beyond that, the '9100 has a USB port which provides audio I/O to a PC, which is what I think Shakeel is referring to. That might have the same filters as the normal audio jack. A quick test using fldigi and looking at the waterfall will show the approximate filter shape.
