[amsat-bb] What's the deal with having to pay to access Symposium Proceedings?

What's the deal with having to pay to access the Symposium Proceedings? Shouldn't these documents be open to members or is there something I am missing? As I have been pointed to look at the Symposium Proceedings a few times while looking into how the Fox Sats work.
