A friend had an issue also and he said the phasing cable were marked wrong. Not sure if that is your issue.

Just talked to him and he said that when got the phasing cable right the SWR was flat across the band. So hopefully that is your issue too. Jim, W0NBC.

Thank you Jim. The antenna tested fine (initially) with all of the phasing lines connected.
