Having purchased my Arrows new - and knowing whether or not their cabling has been damaged by me - I have never need to measure SWR: Arrows just work.
Some engineers might not like them. But sat operators like ‘em.

I have measured 1.0 across both VHF and UHF with mine. There was one case where it was high and it was due to a bad coax cable. Make sure you test coax and connectors first using an analyzer and a 50 ohm dummy load. Then from there you can measure the antenna and tune.

One thing to keep in mind is that you can adjust the matching section (for both bands) on an Arrow. So if it's not where it should be, and you have access to a good analyzer and set the antenna up away from interfering objects, you can retune it to an acceptable SWR.

As an aside, one of the best tools I’ve purchased in the last couple of years is a Nano VNA (Vector Network Analyzer). They are $50 or so & tell you about anything you would want know about your antennas & coax up to 2 Ghz. Amazing little devices. Lots of YouTube videos on them if interested.
