[eagle] Peer Review

I think the peer review proposal is a great idea. However, I'd suggest making the request for volunteers in the journal and not on AMSAT-BB. One could argue that the statements "is qualified to conduct technical peer review" and "reads AMSAT-BB on a regular basis" are negatively correlated...
