[Keps] Sorry for Extra Lines in First Distribution of TLE

Sorry for the extra lines in the first distribution of this week's TLE.

I am moving to a new computer system and I missed setting my upload to plain text in my process.

The second distribution appears to have corrected that error.

I will certainly NOT forget that step next week!
