[LTM] Initial ICD for LTM-1

I sent this out to a few people before this list came into being, but just so it is recorded: I've written the first pass of a electrical/data ICD for LTM-1. It's in the Fox SVN (given that is where most other stuff derived from Fox is) as follows:

Any comments are welcome, but realize that I have not looked at it for a few weeks and never intended to be a final product. If you don't have access to the Fox SVN and want a copy, let me know.
