[pacsat-dev] Pacsat version 0.1j and PacsatGround 0.45d

This fixes the bug where 5 digit callsigns corrupted the Directory and merges the changes Corey made to authentication into main.

The updated ground station contains the default authentication key and sends authenticated commands. Replay attack prevention is not yet implemented.
