The order of operation is thus: (allow for Doppler as necessary)
1) Transmit on 145.850 MHz with a tone of 74.4 Hz to arm the 10 minute
timer
on board the spacecraft.
2) Now transmit on 145.850 MHz (FM Voice) using 67.0 Hz to PT the
repeater
on and off within the 10 Minute window.
3) Sending the 74.4 tone again within the 10 minute window will reset
the 10
minute timer.

AO-27 is now in its 14th year on orbit. We will continue to try to
recover
AO-27 until we run out of ideas.

Recent legislation passed by Congress and signed by President Bush can help
AMSAT raise the funds needed to build Eagle. The law, called the Pension
Protection Act (PPA), includes
a provision enabling AMSAT to raise substantially more money than might have
been previously possible. However, time is short to take full advantage of
this unique opportunity.
Serious construction work must be funded this year to have Eagle ready to
orbit by the target of 2009.
Basically, here's the story on how the new law can help Eagle fly!
The PPA provides that U.S. taxpayers with IRAs who have reached the age of
70-1/2, may contribute to qualified charities, part or all (up to $100,000
per year or $200,000 for married couples filing jointly), of the money they
must annually withdraw from their IRAs.
Thus, many AMSAT members and other supporters of the amateur radio space
program have a marvelous opportunity to keep the Eagle project on track.
If you must withdraw a certain amount from your IRA each year, there is a big
advantage to making such withdrawals as direct contributions to AMSAT rather
than merely receiving the distributions and then contributing in the usual
manner. Under PPA, the amount you contribute directly is NOT counted as
income and thus may put you into a lower tax bracket. It may also reduce the
percentage of your Social Security income subject to taxation.
Key provisions of the new legislation to keep in mind:
1. Donors must hold either a conventional or Roth IRA.
2. Donors must be at least 70-1/2 years of age.
3. Contributions must be made directly from the IRA to the charitable
organization not to a donor- advised fund, private foundation, gift annuity
or trust.
4. Donations may be made this year and next only, and must be made by December
31, 2006 and December 31, 2007.
5. The maximum amount a contributor may donate each year is $100,000.
6. Direct contributions to qualified charities from IRAs, in accordance with
the PPA provisions, are NOT counted as taxable income.
If you are 70-1/2 or older and have an IRA, you are in a position to take
advantage of this potential windfall for the Eagle project. AMSAT urges you
to first check with your tax advisor for specifics regarding your individual
situation, then ask your IRA custodian to transfer to AMSAT part or all of
what you are required to withdraw. Be sure to have this transfer completed
before December 31st.
Let's all of us do our part to get Eagle into orbit.

The Tampa Bay Hamfest, which will be held this year over the weekend of 2-3
December, is the largest amateur radio trade show on Florida's west coast.
AMSAT will be well represented at the hamfest with a booth, live satellite
demonstrations and an expanded forum session.
The hamfest will be held at the Manatee Civic Center in Palmetto, which in
located in the south Tampa Bay Area - about halfway between downtown St.
Petersburg and downtown Sarasota.

During the period 30 October to 20 November, the satellite was heard from 07
to 17 November. Good signals steady signals have beeen heard on all passes,
and excellent copy of telemetry obtained.
The date/time stamp has been of interest. Since the satellite was heard on 18
October the on-board clock has maintained accurate time, to within two
seconds over a period of 30 days. This compares with the average gain of five
seconds per month, recorded when the satellite was fully operational.
The date counter appears to be incrementing correctly, but the day of the
month is not reset to one, at the end of each month, and is not incrementing
the month counter correctly. During the OFF period the month counter changed
from '0=' to '10'. On 17 November the date was shown as 51 October. However,
the day of the week counter appears to be incrementing
correctly.
If the satellite watchdog timer continues to operate normally, the beacon
should switch ON around 29 November. If the satellite is not heard around
this time, it may be worth listening around 09 December.
I am indebted to Peter ZL3TC, for his reports, which helped me determine when
the satellite last switched ON. Many thanks.
The current status of the satellite, is that all the analogue telemetry
channels, 0 to 59 are zero, ie they have failed. The status channels 60 to 67
were still working. The spacecraft computer and active attitude control
system have switched OFF, ie. the satellite' attitude is controlled only by
the passive gravity boom gradient, and the satellite is
free to spin at any speed. When telemetry was last received it showed that one
of the solar arrays had failed, and there was a large unexplained current
drain on the main 14 volt bus. After 22 years in orbit the battery has
undergone around 100,000 partial charge/discharge cycles, and observations
suggest that it cannot power the satellite during eclipses, or
sometimes during periods of poor solar attitude.
The watchdog timer now operates on a 20 day cycle. The ON/OFF times have
tended to be very consistent. The average of many observations show this to
be 20.7 days, ie. 10.3 days ON followed by 10.4 days OFF. However, poor solar
attitude may result may result in a low 14 volt line supply, which may cause
the beacon to switch OFF prematurely, and reset the watchdog timer cycle.
When this occurs, the beacon is OFF for 20.7 days.

VHF 145.826 MHz. AFSK FM ASCII Telemetry
UHF 435.025 MHz. OFF
S-band 2401.5 MHz. OFF

On Monday, 6 November 2006, the Electra software-defined UHF
transponder aboard the Mars Reconnaissance Orbiter was activated in
order to relay communications to and from the Spirit rover on the
surface of Mars. During the 4.2 minute MRO pass, 31 megabits of data
from Spirit were acquired at a return link rate of 128 kilobits per
second while simultaneously sending a small forward-link file to the
rover. This is the first deep-space use of a software-defined radio
by NASA.

Recent legislation passed by Congress and signed by President Bush can help
make that happen. The law, called the Pension Protection Act (PPA),
includes
a provision enabling AMSAT to raise substantially more money than might
have
been previously possible.
You know how important money is to getting Eagle into orbit.
Basically, here's the story on how the new law can help Eagle fly!.
The PPA provides that U.S. taxpayers with IRAs who have reached the age of
70-1/2, may contribute to qualified charities, part or all (up to
$100,000),
of the money they must annually withdraw from their IRAs.
Thus, many AMSAT members and other supporters of the amateur radio space
program have a marvelous opportunity to keep the Eagle project on track.
If you must withdraw a certain amount from your IRA each year, there is
a big
advantage to making such withdrawals as direct contributions to AMSAT
rather
than merely receiving the distributions and then contributing in the usual
manner. Under PPA, the amount you contribute directly is NOT counted as
income and thus may put you into a lower tax bracket. It may also reduce
the
percentage of your Social Security income subject to taxation.
Key provisions of the new legislation to keep in mind:
1. Donors must hold either a conventional or Roth IRA.
2. Donors must be at least 70-1/2 years of age.
3. Contributions must be made directly from the IRA to the charitable
organization not to a donor- advised fund, private foundation, gift annuity
or trust.
4. Donations may be made this year and next only, and must be made by
December
31, 2006 and December 31, 2007.
5. The maximum amount a contributor may donate each year is $100,000.
6. Direct contributions to qualified charities from IRAs, in accordance
with
the PPA provisions, are NOT counted as taxable income.
If you are 70-1/2 or older and have an IRA, you are in a position to take
advantage of this potential windfall for the Eagle project. AMSAT urges you
to first check with your tax advisor for specifics regarding your
individual
situation, then ask your IRA custodian to transfer to AMSAT part or all of
what you are required to withdraw. Be sure to have this transfer completed
before December 31st.
Let's all of us do our part to get Eagle into orbit.

PCSAT-3 will hopefully be similar to PCSAT-1 and PCSAT2 including a PSK-31
transponder and of course the usual packet digipeaters.... AND...
But it also will have a large surface area that we want to see if we can
HEAR
micrometeor impacts, and with four microphones and DSP see if we can locate
the point of impact. This will require working with a high-end PIC
processor
that has a DSP code operating at up to 1 MHz sample rate (500 KHz
bandwidth),
12 bit resolution, and sensitivity down to 10ths of a milli-volt.
Supposedly we have a "software" guy, but we don't have a digital
designer to
lay out the 80-pin-PIC processor board, including all the low noise
front end
to avoid the inevitable noise in the system and a huge amount of FLASH
ram to
record the data.
If it works, and the PIC detects a hit, then not only would it save the
data
science purposes, but then we can reply it on the FM downlink as audio for
everyone to hear. Expectations are maybe 3 hits per day average?
Anyway, if anyone is an excellent digital designer, with time on their
hands

An ESA Assessment Study for this project began in June 2006 and a large
number of the study team attended the AMSAT-UK 2006 Colloquium as part of
the SSETI contingent. AMSAT-UK representatives (including the Ed.) were
invited to attend their break-out meeting by Neil Mellville of ESA.
In the meeting, AMSAT-UK received a briefing on the purpose of GENSO. Which
is to provide a global infrastructure that will be available for future
educational satellite projects. By increasing communication time from an
average of 3% to a potential 60%, it will become possible to access
spacecraft data in real time at low cost.
As a result of this, AMSAT-UK joined with ESA, the SSETI Association,
UNISEC, and several universities around the world, to determine the
technical feasibility of the project and define a comprehensive set of
technical requirements with suggested design solutions.
A month later, the first workshop was held at the University of Tokyo to
discuss the proposal and the potential for inter-continental collaboration.
The response from the amateur radio and academic communities was
particularly promising.
The implementation plan produced at the second workshop, held in ESTEC in
late September, included work packages, a preliminary schedule and a budget
framework. On 5 October, this plan was presented to the International Space
Education Board during the International Astronautical Congress in Valencia.
The Board gave the go-ahead to start the design and implementation of the
software and hardware, with objective of running a pilot phase in around a
years time. They are planning a workshop next February to discuss our
progress and the core features should be ready for testing by mid-2007.
If all goes according to plan, they hope to have the network fully
operational from November 2008 onwards.
Over the coming months, ESA will provide funding for software development
and overall project management, with the other space agencies on the board,
CSA, JAXA and NASA, sponsoring involvement from Canada, Japan and the USA
respectively.
“One of the key aspects of this project will be that the network is
developed ‘by students for students’, with the technical support and
guidance of the space agencies and the radio amateur community,” said
Neil Melville of ESA.
AMSAT-UK has been asked to define the typical ground station in terms of
hardware and to provide supporting software. Therefore, watch out for a
questionnaire appearing on AMSAT-BB for your thoughts.
The data collection and ground station software, developed as part of
the project will be made available to the AMSAT community.

On Thursday, October 26, NASA Johnson Space Center asked that the ARISS
Ops Team enable its ISS Ham Contingency Network and go into standby mode
as a resource for NASA. ARISS volunteers immediately swung into action.
Russian Flight Controllers were experiencing difficulties completing the
docking of a Russian Progress cargo vehicle. Its antenna would not
retract properly as it neared the ISS. It is a requirement for the
antenna to be retracted before the last step of the physical docking is
executed to avoid a collision between the antenna and the docking port.
The ISS was put into a free-drifting mode, which aids the crew with
docking maneuvers. Free-drifting results in the ISS solar arrays not
being pointed directly toward the sun. This causes decreased power
generation for the ISS, and the crew is required to slow down or shut
down some ISS systems to conserve power.
During free-drift mode, a loss of TDRSS (Tracking and Data Relay
Satellite System) coverage can occur; TDRSS is the system that handles
communications between astronauts and Mission Control (MCC) in Houston.
The ARISS Team was asked to ready its ISS Ham Contingency Network so
that MCC could feel secure in having solid communication coverage while
their staff took care of the docking issue.
The docking problem was solved, and the ARISS contingency network wasn't
used by NASA for actual communications. NASA's request and the ensuing
ham activity served as a great drill for the ARISS Team. MCC (Houston)
was impressed with how quickly the ARISS Team had its system up and
running. The MCC staff's concern about the possible TDRSS problem was
lessened, knowing of the hams' ability to act as a back-up resource in
the case that it is ever needed.
Kenneth Ransom, N5VHO, generated a procedure for the ISS crew on the
operations of the ARISS contingency network. The fact that the ARISS
Team was asked to be on standby was known by anyone listening to the
NASA communications channel. MCC Houston transmitted a message to the
crew that information would be uplinked about the ham network and the
procedure for it if they needed to invoke it.
It was the first time in the six-year history of ARISS that NASA had
asked the hams to bring up the contingency network. Within 15 minutes of
receiving the call from NASA, ARISS Ops Team member Kenneth Ransom,
N5VHO, reported the ARISS Ops Team ready to communicate. ARISS Team
member Tony Hutchinson, VK5ZAI, of Australia, was awakened at 2 AM, and
got on-line to make a blind call up to the crew, although they did not
need to answer at that point.
Within the 3.5 hours from the time the initial phone call came, until
the team got word to shut down, Tony Hutchison, VK5ZAI, was as his mike,
and these additional stations were on standby to cover later passes:
Gerald Klatzko, ZS6BTD, in South Africa; Gaston Bertels, ON4WF, at the
Belgian ON4ISS station; Dick Flagg, AH6NM, and Nancy Rochelau, WH6PN, at
Sacred Hearts Academy in Honolulu, Hawaii; and Frank Bauer, KA3HDO, and
Mark Steiner, K3MS, at the Goddard Space Flight Center ham station,
WA3NAN. The ARISS teamwork was very effective; its members learned a
great deal, and they impressed NASA with how quickly the system was
brought up.

OSCAR-11 is back! It was first heard by Peter ZL3TC, at 06:23 UTC on
October 18. It had been silent since August 26.
During the period 28 September to 30 October, the satellite was heard
from 18 to 28 October. Good signals have been heard on most passes, often
very strong.
Further deterioration of the time/date stamp has occurred. Here is a
frame of telemetry captured on 27 October at 08:43:51 UTC.

The date/time stamp is the block of characters following 'UOSAT-2' having
the format YYMMDDWHHMMSS (Year, month, day, day of week, hours, minutes,
seconds).
The month, shown as '0=' in the date stamp is now in all telemetry
frames. When the satellite was heard in August the month, had stuck at
07 and the day had incremented to 60. During the ten day reception
period in October, the day had correctly incremented from 51 to 60.
While the satellite was silent, it appears likely that the day may have
incremented to 99 and then reset to zero. It will be interesting verify
this theory on future passes.
During the last ten days of beacon transmission the time stamp
incremented accurately, and no gain or loss was detected ( within one or
two seconds). However, on one occasion, the most significant digit of
the hours failed to change from zero to one, although it didn't cause a
permanent error.
If the satellite continues to operate normally, the beacon should switch
ON around 07 November. If nothing is heard, it may be worth listening
ten days later, ie. around 17 November.
I am indebted Peter ZL3TC, Bob G4VRC, Paul KB5M, and Doug KA2UPW/5 for
their reports and for monitoring the satellite. Peter listened for the
satellite daily, often during several passes, while it was silent. Many
thanks.
The status of the satellite, when last heard, was that all the analogue
telemetry channels, 0 to 59 are zero, ie they have failed. The status
channels 60 to 67 were still working. The spacecraft computer and active
attitude control system have switched OFF, ie. the satellite' attitude
is controlled only by the passive gravity boom gradient, and the
satellite is free to spin at any speed. When telemetry was last received
it showed that one of the solar arrays had failed, and there was a large
unexplained current drain on the main 14 volt bus. After 22 years in
orbit the battery has undergone around 100,000 partial charge/discharge
cycles, and observations suggest that it cannot power the satellite
during eclipses, or sometimes during periods of poor solar attitude.
The watchdog timer now operates on a 20 day cycle. The ON/OFF times have
tended to be very consistent. The average of many observations show this
to be 20.7 days, ie. 10.3 days ON followed by 10.4 days OFF. However,
poor solar attitude may result may result in a low 14 volt line supply,
which may cause the beacon to switch OFF prematurely, and reset the
watchdog timer cycle. When this occurs, the beacon is OFF for 20.7 days.

the Exploratorium are joining forces to present a live view of an
unusual celestial event: the transit of planet Mercury across the face
of the Sun, as seen from Earth.
This five-hour transit occurs on Wednesday, November 8, 2006, beginning
at 19:12 UTC and ending at 00:10 UTC.
The coverage from Kitt Peak, broadcast on the Web by a mobile multimedia
team from the Exploratorium, will include a live image of the transit as
seen through a white-light filter on a Meade 16-inch telescope operated
by the national observatory for public outreach, plus live voiceover
commentary at the top of every hour and interviews with astronomers on
Kitt Peak.

The Amateur Radio on the International Space Station (ARISS) contact
which was scheduled with students attending the Flanders Science
Festival on Friday, October 27 was cancelled due to issues associated
with the docking of Progress 23P. The team is working to reschedule the
contact with the students as soon as possible, although a specific date,
